The gap between rich and poor in Germany is widening dramatically, a new OECD report says, warning that investment in education and training were key to fighting inequality.

The latest report from the Organisation for Economic Co-operation and Development (OECD) showed the top 10 percent of working-age Germans earned about eight times as much as the bottom 10 percent.

The highest-earners had an average annual income of €57,300, while the lowest-earners managed just €7,400, the report said.

During the 1990s, the income gap was just six to one, the report said.

This widening difference between Germany’s wealthiest and its poorest put the current Teutonic income gap alongside that in other OECD countries such as Canada, Belgium and Australia. Germany still has some way to go to reach the wealth gap of the US, where the top 10 percent makes 15 times more than the bottom 10 percent.

A range of factors contribute to the widening income gap, including the share of part-time workers increasing from 11 to 22 percent of the workforce between 1984 and today, the report said.

Societal changes are also driving the trend - there are more single parent households, people living alone and people marrying in similar earnings classes, all of which keep income levels down, the report said.

Increased income levels among women have helped to mitigate the effects of these social changes somewhat, the report said.

Wide income disparities are considered damaging to social cohesion with some studies showing that crime rates can be higher in economically unbalanced societies like the United States.

The OECD said better employment that gives people a chance to escape poverty, improved educational systems and reformed tax and benefits schemes were key to tackling income inequality.

It also argued for the importance of free public services such as education and healthcare.

“There is nothing inevitable about high and growing inequalities,” said OECD Secretary-General Angel Gurría in a statement.

“Our report clearly indicates that up-skilling the workforce is by far the most powerful instrument to counter rising income inequality. The investment in people must begin in early childhood and be followed through into formal education and work.”

“กอร์ปศักดิ์” แจงยักษ์ใหญ่ต้นเหตุสินค้าแพง ชี้ปรับค่าไฟรัฐหมดภาระ15,000 ล้านบาท

กรุงเทพ ฯ 9 ม.ค. - ผู้สื่อข่าวรายงานว่า นายกอร์ปศักดิ์ สภาวสุ อดีตเลขาธิการนายกรัฐมนตรี และอดีตหัวหน้าคณะทำงานโครงการเร่งรัฐปฏิบัติการด่วนเพื่อคนไทย ได้เขียนบทความเรื่อง "กบผู้ฆ่ายักษ์"และ "กบพลังงาน" ในเว็บไซต์ www.korbsak.com หลังจากที่นายกรัฐมนตรีได้ประกาศมอบของขวัญ 9 ข้อตามโครงการเร่งรัฐฯ โดยเนื้อหาส่วนหนึ่งของบทความได้ระบุถึงต้นตอสำคัญที่ทำให้เกิดปัญหาสินค้า ราคาแพงโดยเฉพาะเนื้อหมู, เนื้อไก่และไข่ไก่ เนื่องจากมีระบบการจัดการแบบผูกขาดโดยยักษ์ใหญ่ในวงการสินค้าเกษตรที่สามารถ กำหนดราคาได้เกือบทุกขั้นตอนของระบบ ทั้งโครงสร้างการผลิตและโครงสร้างการตลาด โดยมีเป้าหมายเพื่อให้มีอำนาจเหนือตลาด ซึ่งเป็นที่รู้กันดีในแวดวงธุรกิจแต่ไม่ได้มีการพูดกันในที่สาธารณะ

ทั้งนี้ นายกอร์ปศักดิ์ ระบุว่า คณะทำงานได้เสนอให้แก้ไขปัญหาการผูกขาดและมีอำนาจเหนือตลาดด้วยการปรับปรุง กฎหมายการแข่งขันทางการค้า ที่ปัจจุบันเป็นเพียงเสือกระดาษ โดยจะปรับปรุงให้ครอบคลุมรัฐวิสาหกิจด้วย ซึ่งต้องใช้เวลาอีกระยะ รวมทั้งจะทบทวนเกณฑ์ผู้มีอำนาจเหนือตลาดใหม่ และจัดรูปแบบองค์กรการกำกับดูแลการแข่งขันให้ทำงานในเชิงรุก มีความคล่องตัว มีคณะทำงานติดตามข้อมูล และพฤติกรรม เช่น กำหนดมาตรการแจ้งปริมาณ สถานที่เก็บข้าวโพดเลี้ยงสัตว์ซึ่งเป็นต้นทุนอาหารสัตว์ โดยมีกระทรวงพาณิชย์เป็นผู้ดำเนินการ รวมทั้งปรับปรุงโครงสร้างของคณะกรรมการนโยบายทั้งคณะกรรมการนโยบายไข่ไก่ (เอ้กบอร์ด) และคณะกรรมการนโยบายสุกร (พิกบอร์ด) เพื่ออุดช่องโหว่ที่ยักษ์ใหญ่ใช้กลไกของคณะกรรมการฯ เพื่อเอื้อประโยชน์

นอกจากนี้ รัฐบาลจะเดินหน้าสร้างความเข้มแข็งให้เกษตรกร ด้วยการส่งเสริมระบบสหกรณ์อย่างเต็มที่โดยเฉพาะให้เข้าถึงแหล่งทุนให้ง่าย เพื่อให้มีอำนาจต่อรองในด้านพันธุ์สัตว์และการกำหนดราคา รวมทั้งจะเข้าไปดูแลเกษตรกรที่มีพันธะสัญญาในระบบคอนแทรคฟาร์มมิ่ง เพื่อไม่ให้มีการเอาเปรียบทางสัญญา ขณะเดียวกัน จะเร่งเพิ่มความสามารถในการผลิตข้าวโพดเลี้ยงสัตว์ และกำหนดยุทธศาสตร์ในการวางแผนผลิตมันสำปะหลังให้เหมาะสมกับสภาพพื้นที่และ การใช้ประโยชน์ เพื่อลดต้นทุนในเรื่องของอาหารสัตว์ เพราะปัจจุบันยักษ์ใหญ่สามารถซื้อวัตถุดิบอาหารสัตว์ได้ในราคาถูก รวมทั้งกำหนดให้คณะกรรมการนโยบายอาหารสัตว์มีมาตรการโปร่งใส โดยต้องกำหนดมาตรการอนุญาตให้นำเข้าวัตถุดิบอาหารสัตว์ได้ตรงตามเวลาที่ กำหนดของทุกปี

ส่วนเรื่องค่าไฟฟ้าที่รัฐบาลกำหนดให้ประชาชนใช้ไฟฟ้าฟรีหากไม่เกิน 90 หน่วย หลังจากนั้น ผู้ใช้ไฟฟ้ามากต้องถูกคิดค่าไฟฟ้าแพง โดยจะมีการปรับค่าไฟให้มากขึ้นในช่วง 400-450 กิโลวัตต์ต่อชั่วโมง โดยใช้ระบบค่าเอฟทีเป็นตัวแปรในการคิดค่าไฟฟ้าใหม่ ซึ่งจะเริ่มในเดือน พ.ค.2554 หากทำสำเร็จจะเป็นมาตรการถาวรและไม่ต้องนำเงินภาษีปีละ 15,000 ล้านบาทมาอุดหนุนค่าไฟฟ้าฟรีอีกต่อไป

สำหรับก๊าซหุงต้ม หรือ แอลพีจี ที่จะแยกเป็น 2 ราคาระหว่างครัวเรือนและขนส่ง กับภาคอุตสาหกรรมนั้น กำหนดให้เวลาเตรียมตัว 6 เดือนเพื่อไม่ให้ภาคอุตสาหกรรมกระทบกระเทือนมาก เมื่อยกเลิกการอุดหนุนแอลพีจีแล้วเท่ากับว่าน้ำมันขายปลีกหน้าปั๊มน้ำมันจะ ลดลงทันทีลิตรละ 1-2 บาท กรณีที่รัฐไม่มีนโยบายกันเงินไว้อุดหนุนตอนราคาน้ำมันขึ้น อย่างไรก็ตาม ในรายละเอียดทั้งหมดจะมีการเปิดเผยบนเว็บไซต์ของกระทรวงที่รับผิดชอบเพื่อ สร้างความเข้าใจให้ชัดเจนต่อไป.- สำนักข่าวไทย

In West Africa, 22,000 refugees have fled post-election violence in the Ivory Coast, while the United Nations warns of a looming humanitarian crisis. Further east, another crisis is brewing as southern Sudan prepares for a January 9 referendum on secession.

They are just two flashpoints in a dangerous world that Germany will have to help quell for the next two years as a member of the UN Security Council. Germany takes its temporary seat this week touting an ambitious agenda, including human rights, climate change and – the big prize – reform of the council itself.

Some of this will end in disappointment, foreign policy experts warn. But there are still useful things Germany can achieve. However complicated, unwieldy and out-of-date the structure of the Security Council may seem, it is still the international body where collective decisions on global security are made and carried out. And there is value being on the inside of that.

“It’s always difficult to have an agenda you can push, especially when you have problems that pop up like the one now in the Ivory Coast,” said David Bosold, an analyst at the German Council on Foreign Relations.

“There’s a lot of daily work, so you shouldn’t have too many great expectations for the next two years. They can do it, but there are so many dynamics in there, it’s hard to forecast how that plays out.”

Arms control and climate change

German Foreign Minister Guido Westerwelle has made clear nuclear disarmament will remain a priority for Berlin. But some of Germany’s stated aims, such as raising climate change to the status of a global security issue, are plain unrealistic, some experts say.

“I’m very sceptical about that,” said Christian Schaller from the German Institute for International and Security Affairs in Berlin.

“Issues like climate change, environmental problems and distribution of water are all topics that are traditionally viewed by members of the UN as belonging to the development area. The history of UN Security Council practice shows that it has always been very difficult to introduce such topics.”

For all that, the Security Council is an important body to which Germany ought to be making a contribution, the analysts say. Made up of five permanent members with veto powers – the United States, Britain, France, Russia and China – and 10 rotating members elected for a period of two years, the council is the organ of the UN responsible for maintaining global peace and security.

It has, for instance, been fairly effective in launching peace-keeping operations in Africa. While “club governance” by groups such as the G8, the G20, APEC and ASEAN has become more common on issues like the recent financial crisis, none of these groups could fill the role played by the Security Council, Schaller says.

“That is clear; no other organisation can replace that," he said. "So there is value in being on the council and shaping the future of the council.”

German values

Germany can bring its values to the UN – multilateral promotion of the rule of law and human rights, peace-building and peace consolidation, protection of civilians and the primacy of diplomacy before armed intervention.

"Germany feels ready to take greater responsibility in Security Council matters," Schaller said. "Especially if you are contributing financially and in other ways, you want to be in a position to decide the key questions of where that money is spent.”

As the third-highest contributor to the UN, Germany paid €130 million to the organisation in 2010 – about 8 percent of the total budget. It does, on the other hand, contribute relatively few of the actual “blue helmet” troops, Bosold points out – about 10 times fewer than say Italy and France. A challenge ahead for Germany will be to contribute more of these troops to boost its leverage in persuading other countries to send troops.

“That would benefit their reputation. If a crisis occurs, they would need to deploy at least a kind of symbolic contingent of troops. That’s a way to demonstrate, ‘We’re on the Security Council.’”

Germany’s biggest goal for the next two years will be helping push along what many impartial observers agree is much needed reform, particularly changing the regional representation to reflect the 21st century.

Angling for a permanent seat

Brazil and India are obvious candidates for more permanent membership of the council – and both are joining Germany this week as rotating members. Together, the three will all be pushing for reform. The “P5” club of veto-holders, critics say, reflects an outdated, post-World War II structure.

Opinion seems to be divided on Germany’s chance of a permanent seat itself. Many, including Bosold, point out that Europe is already heavily represented. Schaller rates Germany’s chances as “not too bad” of at least getting some kind of more permanent representation.

Germany is generally thought to have done a good job in 2003 and 2004 – the last time it was on the council. During a difficult period surrounding the Iraq war and US attempts to get UN Security Council approval for the invasion, Germany acquitted itself well.

“They are a very credible player on the ground in New York,” Schaller said. “Germany has some clear support from many parts of the world. They are very constructive and they are a natural candidate.”

Even if permanent membership is ultimately out of reach, it is still in Germany’s interest to shape the debate now, according to Bosold.

“They have a national interest in it because power is moving away from Europe," he said. "And if you have a way of shaping the framework in which new decisions are taking place, that’s an advantage … over seeing countries around you forming some new arrangement where you don’t have any influence.”

(1) เผยแพร่ความรู้ ให้คำปรึกษาในการปฏิบัติงานด้านต่างประเทศแก่บุคคลหรือหน่วยงาน เพื่อเสริมสร้างความเข้าใจในการดำเนินโครงการความร่วมมือระหว่างประเทศ

(2) ตรวจสอบข้อมูลเกี่ยวกับงานด้านต่างประเทศ เพื่อผลิต เผยแพร่ จัดทำเป็นเอกสารทางวิชาการ

คุณสมบัติเฉพาะสำหรับตำแหน่ง

1. มีคุณสมบัติเฉพาะสำหรับตำแหน่งนักวิเทศสัมพันธ์ ระดับปฏิบัติการ และ

2. เคยดำรงตำแหน่งประเภทวิชาการ ระดับปฏิบัติการ มาแล้วไม่น้อยกว่า 6 ปี กำหนดเวลา 6 ปี ให้ลดเป็น 4 ปี สำหรับผู้มีคุณสมบัติเฉพาะสำหรับตำแหน่งนักวิเทศสัมพันธ์ ระดับปฏิบัติการ ข้อ 2 หรือ ข้อ 4 ที่เทียบได้ไม่ต่ำกว่าปริญญาโท และให้ลดเป็น 2 ปี สำหรับผู้มีคุณสมบัติเฉพาะสำหรับตำแหน่งนักวิเทศสัมพันธ์ ระดับปฏิบัติการ ข้อ 3 หรือข้อ 4 ที่เทียบได้ไม่ต่ำกว่าปริญญาเอก หรือดำรงตำแหน่งอย่างอื่นที่เทียบได้ไม่ต่ำกว่านี้ ตามหลักเกณฑ์และเงื่อนไขที่ ก.พ. กำหนด โดยจะต้องปฏิบัติงานวิเทศสัมพันธ์ หรืองานอื่นที่เกี่ยวข้องตามที่ส่วนราชการเจ้าสังกัดเห็นว่าเหมาะสมกับหน้าที่ความรับผิดชอบและลักษณะงานที่ปฏิบัติมาแล้วไม่น้อยกว่า 1 ปี

1. ด้านการปฏิบัติการ

(1) ร่าง โต้ตอบหนังสือเป็นภาษาต่างประเทศ งานแปลเอกสารภาษาไทยและภาษาต่างประเทศ เพื่อใช้ในการติดต่อประสานงานกับองค์กรระหว่างประเทศ

(2) รวบรวมข้อมูล วิเคราะห์และติดตามประเมินผล จัดทำบันทึก สรุปรายงานการประชุมความร่วมมือระหว่างประเทศ เพื่อนำเสนอผู้บังคับบัญชา

(3) จัดเตรียมข้อมูลสำหรับการเจรจาความร่วมมือทางวิชาการกับต่างประเทศ เพื่อให้การประชุมเจรจาบรรลุผลตามเป้าหมายที่กำหนด

(4) ส่งเสริม สนับสนุน ดำเนินการเกี่ยวกับทุนการศึกษา ฝึกอบรม ดูงาน ผู้เชี่ยวชาญ วัสดุอุปกรณ์ อาสาสมัคร องค์การพัฒนาเอกชนและอื่น ๆ ที่เกี่ยวข้องกับงานความร่วมมือ เพื่อให้การดำเนินการเป็นไปด้วยความราบรื่น

2. ด้านการวางแผน

วางแผนการทำงานที่รับผิดชอบร่วมดำเนินการวางแผนการทำงานของหน่วยงานหรือโครงการเพื่อให้การดำเนินงานเป็นไปตามเป้าหมายผลสัมฤทธิ์ที่กำหนด

3. ด้านการประสานงาน

(1) ประสานการทำงานร่วมกันทั้งภายในและภายนอกทีมงานหรือหน่วยงาน เพื่อให้เกิดความร่วมมือและผลสัมฤทิ์ตามที่กำหนดไว้

(2) ชี้แจงและให้รายละเอียดเกี่ยวกับข้อมูล ข้อเท็จจริง แก่บุคคลหรือหน่วยงานที่เกี่ยวข้อง เพื่อสร้างความเข้าใจหรือความร่วมมือในการดำเนินงานตามที่ได้รับมอบหมาย

4. ด้านการบริการ

(1) เผยแพร่ความรู้ทั่วไปด้านการต่างประเทศแก่ผู้มาติดต่อ เพื่อให้เกิดความเข้าใจอันดีและถูกต้องเผยแพร่ความรู้ ให้คำปรึกษาและชี้แจงตอบปัญหาด้านการต่างประเทศแก่ผู้ที่มาติดต่อเพื่อให้เกิดความเข้าใจอันดีและถูกต้องตามระเบียบกฎหมาย

(2) รวบรวมข้อมูลเกี่ยวกับงานด้านต่างประเทศ เพื่อจัดทำเป็นฐานข้อมูล

คุณสมบัติเฉพาะสำหรับตำแหน่ง

มีคุณวุฒิอย่างใดอย่างหนึ่งดังต่อไปนี้

1. ได้รับปริญญาตรีหรือคุณวุฒิอย่างอื่นที่เทียบได้ในระดับเดียวกัน ในสาขาวิชาหรือทาง

โดยมีลักษณะงานที่ปฏิบัติในด้านต่าง ๆ ดังนี้

1. ด้านการปฏิบัติการ
(1) ตรวจสอบงานร่าง โต้ตอบหนังสือเป็นภาษาต่างประเทศ งานแปลเอกสารภาษาไทยและภาษาต่างประเทศ เพื่อความถูกต้องและสมบูรณ์
(2) ศึกษา วิเคราะห์ ติดตามความเคลื่อนไหวของข้อมูลข่าวสารจากแหล่งข้อมูลต่างประเทศ เพื่อใช้เป็นข้อมูลวางแนวทางการจัดทำโครงการความร่วมมือระหว่างประเทศ
(3) ติดตามประเมินผลความร่วมมือกับต่างประเทศ โดยจัดทำรายงานและข้อเสนอแนะ เพื่อเสนอผลการดำเนินงานและแนวทางแก้ปัญหาอุปสรรคต่อไป
(4) ควบคุม ดูแล ติดตาม ประเมินผล ให้คำปรึกษา ในการดำเนินงานของเจ้าหน้าที่ระดับรองลงมา เพื่อแก้ปัญหา อุปสรรคในการดำเนินงาน ทำให้งานเป็นไปด้วยความราบรื่น

2. ด้านการวางแผน
วางแผนหรือร่วมดำเนินการวางแผนการทำงานตามแผนงานหรือโครงการของหน่วยงานระดับสำนักหรือกอง และแก้ไขปัญหาในการปฏิบัติงาน เพื่อให้การดำเนินงานเป็นไปตามเป้าหมายผลสัมฤทธิ์ที่กำหนด

3. ด้านการประสานงาน

(3) ควบคุม กำกับดูแล และติดตามประเมินผลการดำเนินการตามโครงการความร่วมมือกับต่างประเทศ เพื่อให้เป็นไปตามแผนความร่วมมือและข้อตกลง

(4) ให้คำปรึกษา แนะนำ ค้นคว้า วิเคราะห์ วิจัยและแก้ไขปัญหาด้านความร่วมมือระหว่างประเทศแก่เจ้าหน้าที่ระดับรองลงมา เพื่อนำองค์ความรู้ที่ได้เสนอต่อหน่วยงานและนำไปใช้ให้เกิดประโยชน์สูงสุด

2. ด้านการวางแผน

1. ด้านการปฏิบัติการ

(1) ศึกษา วิเคราะห์ วิจัย เพื่อสร้างองค์ความรู้ การเสนอความเห็นเกี่ยวกับความร่วมมือด้านต่างประเทศ การแสวงหาและเร่งรัดการดำเนินความร่วมมือเชิงรุกกับองค์กรระหว่างประเทศและนานาชาติ เพื่อให้เกิดประโยชน์สูงสุดแก่ประเทศ

(2) ให้ข้อเสนอแนะ รวมทั้งกำหนดแนวทางและพัฒนาระบบการติดตามประเมินผล รวมทั้งแนวทางการแก้ปัญหาข้อขัดข้องในการปฏิบัติงาน เพื่อให้การดำเนินงานเป็นระบบและมีประสิทธิภาพ

(3) ให้คำปรึกษา แนะนำ เสนอความเห็นและข้อเสนอแนะในการกำหนดยุทธศาสตร์และนโยบายความร่วมมือด้านการต่างประเทศ เพื่อให้สอดคล้องกับนโยบายและแผนพัฒนาเศรษฐกิจและสังคมของประเทศ

วางแผนหรือร่วมดำเนินการวางแผน โดยเชื่อมโยงหรือบูรณาการแผนงาน โครงการในระดับกลยุทธ์ของส่วนราชการระดับกรม มอบหมายงานแก้ไขปัญหาในการปฏิบัติงานติดตาม ประเมินผล เพื่อให้บรรลุตามเป้าหมายผลสัมฤทธิ์ที่กำหนด

3. ด้านการประสานงาน

(1) ประสานการทำงานโครงการต่าง ๆ กับบุคคล หน่วยงาน หรือองค์กรอื่น โดยมีบทบาทในการจูงใจ โน้มน้าวเพื่อให้เกิดความร่วมมือและผลสัมฤทธิ์ตามที่กำหนดไว้

(2) สนับสนุนโครงการหรือกิจกรรมที่ส่งเสริมการบริการความรู้ หรือเผยแพร่ผลงานทางวิชาการเพื่อให้บุคคลหรือหน่วยงาน มีความรู้ความเข้าใจที่ถูกต้องและเป็นประโยชน์ในการตัดสินใจเกี่ยวกับงานด้านต่างประเทศ

"สักกอแสง เรือง"เป็นนายกสภาทนายความ

ผลการนับคะแนนเลือกตั้งนายกสภาทนายความอย่างไม่เป็นทางการ "สัก กอแสงเรือง" ได้รับคะแนนสูงสุด แบบยกทีม คาด ภายใน2-3วัน จะได้รับเอกสารตัวจริงทั้งหมดจากหน่วยเลือกตั้งทั่วประเทศ...
เมื่อ วันที่ 26 เม.ย. 2553 นายชลินทร นิพัทธสัจก์ ผู้อำนวยศูนย์เลือกตั้งนายกและกรรมการสภาทนายความ ประจำปี 2553 - 2556 กล่าวถึงผลการนับคะแนนเลือกตั้งนายกสภาทนายความ ว่า ตามที่สภาทนายความจัดให้มีการเลือกตั้ง ผู้บริหารและกรรมการสภาทนายความ แทนที่ชุดของ นายเดชอุดม ไกรฤทธิ์ ที่หมดวาระไป และ เลือกตั้งใหม่วันที่ 25 เม.ย.ที่ผ่านมานั้น ผลการนับคะแนนรู้ผลอย่างไม่เป็นทางการ เมื่อเวลา 04.10 ของวันนี้ เมื่อหน่วยงานเลือกตั้งสุดท้ายส่งคะแนนเข้ามา ซึ่งผลปรากฏว่า ทีมของ นายสัก กอแสงเรือง ผู้สมัครหมายเลข 1 ได้รับคะแนนสูงสุดชนะการเลือกตั้งแบบยกทีม การเลือกตั้งครั้งนี้มีจำนวนกว่า 13,000 คนที่มาใช้สิทธิ์ และจะมีนายบำรุง ตันจิตติวัฒน์ ประธานกรรมการมรรยาท สภาทนายความ ตรวจสอบเพื่อประกาศผลการเลือกตั้งอย่างเป็นทางการอีกครั้ง โดยคาดว่าภายใน 2-3 วันจะได้รับเอกสารตัวจริงทั้งหมดจากหน่วยเลือกตั้งทั่วประเทศ โดยต้องใช้เวลาตรวจสอบอีกระยะหนึ่ง และประกาศลงในราชกิจจานุเบกษาตามขั้นตอน ส่วนการคัดค้านหรือร้องเรียนผลการเลือกตั้งนั้น หากมีเหตุจะต้องดำเนินการภายใน 60 วัน

ผู้สื่อข่าวรายงานว่า สำหรับผลนับคะแนนอย่างไม่เป็นทางการ นายสัก กอแสงเรือง อดีต คตส. และ อดีตนายกสภา ฯ 2 สมัย ผู้สมัครนายกสภา ฯ หมายเลข 1 ได้คะแนนรวม 5,870 คะแนน นายเสรี สุวรรณภานนท์ อดีต ประธาน ส.ส.ร.ปี 50 และอดีตเลขาธิการสภา ฯ ผู้สมัครหมายเลข 2 ได้ 4,494 คะแนน นายถวัลย์ รุยาพร ผู้สมัครหมายเลข 5 ได้ 1,647 คะแนน นายเจษฎา จันทร์ดี ทนายความรับผิดชอบคดี นปช. หมายเลข 6 ได้ 986 คะแนน นายโลมิรันดร์ บุตรจันทร์ ผู้สมัครอิสระ หมายเลข 3 ได้ 8 คะแนน และนายแสงฟ้า นพรัตน์เรืองเด่น ผู้สมัครอิสระหมายเลข 4 ได้ 7 คะแนน

"สัก"เข้าวินนายกสภาทนายความ วันนี้ ( 27 เม.ย.) ผู้สื่อข่าวรายงานว่า นายสัก กอแสงเรือง ที่ได้รับเลือกตั้งให้เป็นนายกสภาทนายความคนใหม่ กล่าวว่า คะแนนที่ได้รับเลือกตั้งครั้งนี้มากกว่าการเลือกตั้งทุกครั้งที่ผ่านมา เป็นการชนะแบบยกทีมครั้งแรก การเลือกตั้งครั้งก่อนๆ บางทีไม่ได้ชนะยกทีม โดยมีกรรมการของผู้สมัครรายอื่นแทรกบ้าง 1-2 คน ส่วนตำแหน่งนายกสภาทนายความนั้น คงจะต้องรอประธานกรรมการมรรยาทประกาศผลอย่างเป็นทางการอีกครั้ง หากประกาศผลแล้วจะประชุมทีมงานก่อน โดยนำนโยบายไปแปลงเป็นวิธีการปฏิบัติ ก่อนจะแถลงนโยบายอย่างเป็นทางการในการบริหารงานสภาทนายความต่อไป ด้านนายเสรี สุวรรณภานนท์ ผู้สมัครนายกสภาทนายความ หมายเลข 2 กล่าวภายหลังทราบผลคะแนนอย่างไม่เป็นทางการซึ่งตัวเองได้ 4,494 คะแนนว่า ค่อนข้างพอใจ มีผู้มาใช้สิทธิเพียง 13,000 กว่าคน ถือว่าน้อยหากเปรียบเทียบกับจำนวนทนายความทั่วประเทศเกือบ 60,000 คน "ทราบว่ามีการกล่าวหาโจมตีทีมผู้สมัครของตนว่าเป็นทนายความเสื้อแดง ทำให้ประชาชนสับสนและเข้าใจผิดกันมาก รวมทั้งมีการเปลี่ยนรายชื่อกรรมการเลือกตั้งในต่างจังหวัดจนผิดสังเกต สิ่งเหล่านี้ไม่ควรเกิดขึ้นในการเลือกตั้งนายกสภาทนายความ ยังไม่ได้ยินเรื่องร้องเรียนการทุจริต แต่เบื้องต้นทราบว่าบางจังหวัดจำนวนบัตรเลือกตั้งกับจำนวนผู้ลงคะแนนเสียง ไม่เท่ากัน เช่น ใน จ.สงขลา แต่ยังไม่ได้ตรวจสอบในรายละเอียด อย่างไรก็ตาม ถือว่าทำดีที่สุดแล้วและขอขอบคุณทนายความทุกคนที่ลงคะแนนเสียงให้"

    ต้นนางกวัก เป็นพันธุ์ไม้มงคลอีกชนิดหนึ่งที่มีชื่อเรียกมงคล กวักเงิน กวักทอง นางกวัก คล้ายกริยาของการเรียกเงิน ทองหรือ กวักมงคลต่างๆ

    กวัก เป็นต้นไม้ที่มีก้านตั่งตรงจากลำต้นหนา 3-6 cm ก้านใบยาวตั้งแต่ 20-85 cm ใบลักษณะคล้ายใบโพธิ์ขนาดกว้าง 8-30 x 6-35 cm. มีก้านใบเชื่อมถึงกัน สีเขียวแกมน้ำเงิน ใบด้านบนเป็นมัน เห็นเส้นใบโค้งตามรูปใบชัดเจน ต้นที่สมบูรณ์จะมีใบใหญ่เป็นมันก้านยาว เมื่อใบเก่าแห้งแล้วลอกทิ้งจะทำให้เห็นเป็นลักษณะคล้ายลำต้น กวักจะแตกหน่อออกเป็นต้นใหม่ไปเรื่อยๆ แม้ปลูกเพียงต้นเดียวก็สามารถมีหน่อได้จนเต็มภาชนะปลูก

     ต้นกวักที่มีอายุมากๆ เมื่อนำมาตัดแต่งลอกใบเก่าๆ ออก จะทำให้เห็นลำต้นซึ่งเมื่อนำมาปลูกแล้วดูสวยงาม

     การปลูกและให้น้ำ นั้นไม่จำเป็นต้องรดน้ำบ่อยๆ แม้กวักจะชอบชื้นแฉะ ควรตั้งไว้ในที่ร่มรำไร จะทำให้ใบสวยงาม

เช้าวันนี้ตื่นมาเห็นแมวกวักยืนหน้าสลอนเลยนึกออกว่าอยากอัพเรื่องอะไร ก็อัพเรื่องแมว แมว ไงคะ The Maneki Neko (招き猫, "Beckoning Cat" แมวกวัก หรือรู้จักกันในชื่อWelcoming Cat, Lucky Cat, Money Cat หรือ Fortune Cat) เป็นแมวญี่ปุ่นที่ทำจากporcelainหรือ ceramicเชื่อว่าจะนำความโชคดีมาสู่ผู้เป็นเจ้าของ ลักษณะของแมวนั้นจะชูมือขวากวักเชื้อเชิญซึ่งพบเห็นได้ทั่วไปตามร้านค้า ร้านอาหาร pachinko parlors และธุรกิจอื่นๆ.

The Courtesan:มีโสเภณีชั้นสูงนางหนึ่งชื่อ Usugumo อาศัยอยู่ในYoshiwaraได้ เก็บแมวมาเลี้ยงด้วยความรักและทะนุถนอมเป็นอย่างดีคืนหนึ่ง แมวได้ดึง kimonoของเธอแต่เธอก็ไม่ได้ว่าอะไรแต่แมวก็ยังทำเหมือนเดิมจนเจ้าของสำนัก เห็นเข้าก็เชื่อว่าแมวเป็นแม่มดจึงตัดหัวแมวทิ้ง หัวแมวกระเด็นไปบนเพดานและฆ่างูที่ซ่อนอยู่บนเพดานตาย Usugumo เศร้าโศกเสียใจกับการตายของแมวจนมีลูกค้าท่านหนึ่งได้แกะสลักไม้ให้เหมือน แมวของเธอ เพื่อเป็นของขวัญ ซึ่งก็กลายมา Maneki Neko ในปัจจุบัน

ตอนนี้ฉันเลี้ยงต้น Baby rose มาได้ 2 เดือนแล้ว ฉันมีความสุขที่ได้เห็นมันออกดอกมาให้ชม ซึ่งไม่สามารถเดาใจได้เลยว่ามันจะออกดอกวันไหน บางครั้งออกแค่วันเดียวก็หายไป แต่บางครั้งก็ออกดอกมาให้ชมหลายวัน ฉันคิดว่ามันเป็นต้นไม้ที่มหัศจรรย์จริงๆ

- รู้จักสังเกต เพราะต้นไม้แต่ละชนิดต้องการสารอาหารและแสงแดดไม่เท่ากัน
- รู้จักการศึกษาค้นคว้าเพิ่มเติม เพราะวิธีการปลูกต้นไม้แบบใหม่ๆมีเกิดขึ้นเรื่อยๆ

ข้อมูลทั่วไปและประวัติ
กล็อกซิเนียเป็นไม้ดอกที่มีความงามเฉพาะตัว ไม่ซ้ำแบบไม้ดอกชนิดใดเลย เหมาะอย่างยิ่งที่จะปลูกเป็นไม้กระถาง และเนื่องจากกล็อกซิเนียมีพุ่มต้นเตี้ย ถ้าปลูกในกระถางขนาดลึก 5 นิ้ว ซึ่งต่างประเทศเรียกว่า "azalea pot" คือมีความสูงกระถางเป็น ? ของเส้นผ่านศูนย์กลางของปากกระถาง จะดูสวยงามและได้สัดส่วนมากเหมาะที่จะใช้เป็นของขวัญในโอกาสและเทศกาลต่าง ๆ เป็นอย่างยิ่ง กล็อกซิเนียมีถิ่นกำเนิดในประเทศบราซิล ได้มีผู้นำเข้าไปในยุโรป ประมาณ 170 ปีก่อน และเข้ามาในประเทศไทยได้ประมาณ 40 ปีมานี้เอง
ลักษณะทางพฤกษศาสตร์
กล็อกซิเนียเป็นไม้เนื้ออ่อนล้มลุก พุ่มต้นสูงประมาณ 15 ซม. ดอกมีลักษณะเป็นรูประฆัง มี เส้นผ่านศูนย์กลางประมาณ 3-5 นิ้ว ก้านดอกอวบยาวชูดอกขึ้นเหนือระดับต้นและใบ ทำให้ดอกสวยเด่น จำนวนดอกที่บานคราวหนึ่ง ๆ อาจมีตั้งแต่ 1 ดอก ไปจนถึง 12 ดอก หรือมากกว่า แล้วแต่พันธุ์และการดูแลรักษา กล็อกซิเนียมีทั้งดอกชั้นเดียวและดอกซ้อน มีทั้งสีเดียวหรือ 2 สีในดอกเดียวกัน ดอกมีตั้งแต่สีขาว ชมพู แดง และน้ำเงิน นอกจากดอกที่สวยงามแล้ว กล็อกซิเนียยังมีใบที่สวยงามอีกด้วย ใบของกล็อกซิเนียเป็นรูปไข่ ขอบใบหยัก ใบหนามีสีเขียวเข้ม มีขนทั้งด้านหน้าใบและหลังใบ ขนาดของใบแตกต่างกันตามชนิดของพันธุ์ และความสมบูรณ์ของต้น การจัดเรียงของใบเป็นไปอย่างมีระเบียบ มีจังหวะสวยงาม อีกทั้งใบล่าง ๆ ค่อนข้างแอ่นและ ปรกลงด้านล่างปิดขอบกระถางไว้ทำให้ดูสวยเด่นสะดุดตาแก่ผู้พบเห็น
การขยายพันธุ์
กล็อกซิเนียขยายพันธุ์ได้ง่ายมาก แทบทุกส่วยของต้นกล็อกซิเนียสามารถนำไปขยายพันธุ์ได้หมด -เมล็ด ซึ่งเป็นวิธีที่นิยมที่สุด และได้ต้นที่มีคุณภาพสม่ำเสมอกว่า -ยอด ( terminal shoot ) -ใบ -หน่อ -หัว
พันธุ์ที่ใช้ปลูก
ขณะนี้มีการปรับปรุงพันธุ์กล็อกซิเนีย ได้ลูกผสมใหม่ ๆ ที่มีดอกสีสวย บานดอกพร้อมกันทีละหลายดอก มีทั้งดอกชั้นเดียวและดอกซ้อน -ดอกสีแดง ได้แก่ พันธุ์ Superb, Menning Red, Edelrot, Ultra Scarlet -ดอกสีอื่น ๆ ได้แก่ Ultra Blue, Ultra Purple, Ultra Red with White Edge, Ultra Rose, Ultra Scarlet, Ultra White, Ultra Mixture
การปลูกและการดูแลรักษา
กล็อกซิเนียเป็นไม้ดอกประเภท house plant คือต้องการแสงสว่างไม่มากนัก สามารถปลูกกล็อกซิเนียภายในบ้านเรือน โดยใช้แสงจากหลอดไฟ ก็เพียงพอแล้ว เนื่องจากกล็อกซิเนียไม่ต้องการแสงแดดโดยตรง ดินที่ใช้ ควรมีอินทรีย์วัตถุ สูง ๆ อาจใช้ทราย 1 ส่วน ใบไม้ผุ 1 ส่วน ปุ๋ยคอกหรือขุยมะพร้าว 1 ส่วนก็ได้ ควรปลูกในกระถางลึก ประมาณ 4-5 นิ้ว ไม่ควรใช้กระถางใหญ่กว่านี้ การให้น้ำควรให้น้ำทางก้นกระถาง หรือ แบบอื่นก็ได้แต่ห้ามให้น้ำเปียกใบเนื่องจากอาจเกินปัญหาเรื่องโรคได้ ระยะการให้ดอก ถ้าปลูกจากหัวจะใช้เวลา 2.5 เดือน ถ้าใช้เมล็ดใช้เวลาประมาณ 4.5 เดือน กล็อกซิเนียจะมีหัว ( tuber ) อยู่ในดินเมื่อออกดอกและต้นเริ่มโทรมแล้วควรงดการให้น้ำและปุ๋ย ทิ้งไว้ให้ต้นเหี่ยว แล้วขุดเอาหัวขึ้นมาทำความสะอาดและเก็บไว้ในห้องเย็นเพื่อปลูกใหม่ได้อีก

ทำอย่างไรได้ ได้แต่ชงเรื่องเตะกันไปมาแบบนี้ ร่วมด้วยช่วยกันทั้งเอกชนและภาครัฐ จุดประเด็นกันทีก็ช่วยกันปรุงช่วยกันชง กว่าอาหารจานเด็ดจะผ่านออกมาแต่ละรายการ ภาครัฐฝ่ายรากหญ้าฝ่ายประชาชนฝ่ายตรวจสอบกำกับดูแลปราบปรามลงโทษก็ลิ้นห้อยกันไปตามๆกัน เพราะบางพวกบางคนบางธุรกิจบางนายทุนทั้งในประเทศและนอกประเทศมีเงินรายได้โบนัสล่อกันราคาสูงมากกว่าบุคคลากรภาครัฐหลายล้านเท่าตัว ภาครัฐกลายเป็นว่าถูกประนามกล่าวหาว่าคอรัปชั่นให้พวกพ้ององค์กรเป็นเรื่องไม่น่าอายเพราะรายได้ต่ำโบนัสห่วยสวัสดิการตอแหล แต่กลับอายกับการที่พวกสถาบันการเงินทวงหนี้ที่มีดอกเบี้ยค่าธรรมเนียมแพง สวัสดิการแฝงในภาครัฐมีแต่เรื่องหลอกลวงเหลวไหลของสถาบันการเงินที่รวมหัวกันฉ้อราษฎร์บังหลวง ร่วมมือกับพวกนโยบายการเงินของภาคการเมืองและรัฐสวัสดิการ เบื่อจังไม่รู้ประเทศไหนบุคคลใดหนอเนี่ย สิ่งจูงใจเป็นเรื่องสำคัญจริงๆสำหรับขับเคลื่อนบุคคลากรภาครัฐ เพราะหน้าที่และความรับผิดชอบของบุคคลากรภาครัฐก็ทรมาณทรกรรมพิทักษ์ผลประโยชน์ให้พี่น้องพรรคกระยาจกร่วมกัน กอดคอกันจนอยู่เช่นนี้แหละ สำนักกฏหมายทั้งภาครัฐและประชาชนสมัยใหม่ดูดีขึ้นเยอะไม่ตกเ)็นทาสของนายทุน ดูมีอิสสระในการรับงาน ไม่เป็นเครื่องมือหาเงินของนายทุน ต่างกับบางแห่งที่ยังมีอยู่ ก็รู้อยู่ว่าธุรกิจการค้ากำไรมหาศาลมีบัญชีจริงมั่งแปลกมั่งเ)็นบางธุรกิจ หนี้สูญไปกับการขาดทุนวินาศสันตะโรก็มากพอกลับหากินหมุนเงินกับสถาบันการเงินบางแห่งเป็นแสนล้าน ก็กลับประคองตัวมาได้อีก เศษเงินหนี้สูญที่เขาไม่เอาแล้วก็โยนขายหนี้เน่าไปยังสำนักสุขาภิบาลการเงินบางแห่ง ยังอุตสาห์จะมาใช้ฐานข้อมูลการบริหารการเงินหนี้สินให้บางสถาบันตกเป็นเครื่องมือของบางสถาบันการเงินอีกพวกที่มีประโยชนได้เสียกับเครือข่ายบริษัทหนี้เน่าใช้เป็นเหตุปฏิเสธทุนอุดหนุนสวัสดิการราคาถูกที่ภาครัฐอยากให้โอกาศคนได้แหล่งทุนถูกบ้าง กลายเป็นช่องทางหาเงินหารายได้ของพวกค้ากำไรจากดอกเบี้ยค่าปรับค่าธรรมเนียมไปตราบนานเท่านาน ประเทศใหญ่เลยล่มจมให้เห็นเสียหน่อย พวกรากหญ้าตายกันหมด อยู่แต่พวกที่อยู่กับตลาดหลักทรัพย์ของโลกหรือไม่ก็เจริญติดจรวดอย่างบางประเทศที่เจ้าสัวนายทุนหอบเสื่อผืนหมอนใบมาหากินในประเทศใหม่ทำธุรกิจสูบเงินหรือที่ดินจากเจ้าของแผ่นดินดั้งเดิมจนต้องเลิกทำนาและขายที่ดินให้พวกนายทุนเสื่อผืนหมอนใบไปจนแทบไม่มีที่ดินเป็นของตัวเองเกือบหมดประเทศแล้ว ไม่รู้ประเทศไหนนั่นแล้ว เพราะเจ้าของนายทุนเอากำไรไปสะสมบนเกาะบางเกาะที่ไม่เคยจนไม่เคยมีพวกแผ่นดินไหวคนตายเป็นเบือเหมือนบางเกาะ ที่เอาแต่เงินที่มีที่มาประหลาดมาใช้ส่งเสริมการขายธุรกิจในบ้านเมืองตัวเอง จนบางพวกที่เรียกตัวว่ามหารวยต้องเอาเงินไปถมทะเลทิ้งเสียหน่อยเพราะเงินพวกนี้เอาเปรียบคนจนบางประเทศมาก็มี
ต่อให้เกิดมามีที่ดินทำประโยชน์ได้แต่ดันไม่มีเงินทุนทำกินในที่ดินตัวเองมีรายได้ต่ำน้อยก็จงทำนาทำไร่ไปจนตายเหอะ อย่าหวังจะมีโอกาศอย่างที่เขาเรียกว่าพัฒนาอสังหาริมทรัพย์ ทำสารพัดเอากำไรกับพวกที่เกิดมาไม่มีที่ดินทำกินอยู่อาศัยหาเช้ากินค่ำ ทำจัดสรรที่อยู่บางพวกบางประเภทที่เอาเงินมาถลุงเข้าส่วนกลางและกระเป๋านายทุนเพื่อขอสาธารณูปโภคจากภาครัฐได้เ)็นพิเศษไม่ว่าน้ำไฟโทรศัพทถนนในโครงการนอกโครงการห่วยก็ช่างมัน การคมนาคมก็ช่าง พ้นจากหมู่บ้านทางเท้าของตัวแล้วมันจะไปตายที่ไหนก็ช่าง เพราะจะรอให้ภาครัฐกระจายอำนาจความรับผิดชอบลงสู่ชนบทให้มีความเจริญทัดเทียมกับเขตปกครองพิเศษของบางประเทศนั้นอย่าหวังเลยเจียว ชาตินี้ เกิดมาอีกสิบชาติก็อย่าหวัง ทำอะไรกินดีหนอเนี่ยเบื่อกับข้าวจัง ต้องหัดเป็นเชฟดีกะเขาใหม่ดีกว่าจะได้ปรุงแต่สิ่งอร่อยให้รากหญ้าของแผ่นดิน ลดความยากจนกันต่อไป อาจจะมีแค่หวัง ก็ยังดี

Times change...look like i do many MENU of food for our target groups...they try to screen all of recipe and soup into thier bottle and dishes...only thier benefit????no way out for my big troop of grassroot...look like we still dump into poverty and debt with no way out of fair interrest from bank or financial fund or my civil way not difference from grass root that full of big debt and low income...impossible to lower back ground of small unfair rate of interest of bad credit bureau ...it is only way to throw victims into unfaired rate of interest forever..finance business can control big finance policy of many undevelopt countries...not difference from big countries that cannot catch the big benefit of bank or finance business to hold cash only for thier benefit and network company...the credit bureau is only way to force the victims to get no chance for dumb into unfair interest trade on background not to be get more welfare of fair rate interest...impossible to look for outside bad interest again although owner the big garuntee of property or assets...it is bullshit ...suck...way to get morgage or loan only got person position or income salary garuntee..look like it is forever big benefit between all finance businesses and thier network of some cheating trades of this world to cover all drunken blood scoop from skinny poverty grassroot and no fund person of this world.....

ธปท.สั่งแบงก์แจงไม่ปล่อยกู้1เม.ย.นี้อ้างลูกค้าร้องข้องใจเหตุผลไม่ชัดเจน

คมชัดลึก : ธปท.ร่อนหนังสือเวียนสั่งแบงก์พาณิชย์ให้ชี้แจงเหตุผลในการไม่ปล่อยสินเชื่อ ต่อลูกค้าเป็นลายลักษณ์อักษร เริ่มตั้งแต่วันที่ 1 เมษายนเป็นต้นไป หลังได้รับร้องเรียนว่าแบงก์ไม่บอกสาเหตุให้ชัดเจน ส่วนแบงก์ไหนพร้อมให้เริ่มได้เลยไม่ต้องรอ

รายงานข่าวจากธนาคารแห่งประเทศไทย (ธปท.) แจ้งว่า ธปท.ออกหนังสือเวียนถึงสถาบันการเงินทุกแห่ง ขอความร่วมมือให้ชี้แจงเหตุผลอย่างละเอียดเป็นลายลักษณ์อักษรต่อลูกค้า กรณีไม่อนุมัติสินชื่อให้ลูกค้า โดยให้ถือปฏิบัติตั้งแต่วันที่ 1 เมษายน 2553 เป็นต้นไป
ทั้งนี้ ธปท. ระบุว่า หลังจากที่ ธปท. และศูนย์ประสานงานแก้ไขปัญหาการปล่อยสินเชื่อ ได้รับข้อร้องเรียนจากประชาชนว่าไม่ได้รับการชี้แจงจากสถาบันการเงินถึง สาเหตุการไม่อนุมัติสินเชื่อที่ชัดเจน ซึ่งจากการสำรวจพบว่า ปัจจุบันสถาบันการเงินมีแนวปฏิบัติที่แตกต่างกัน ทำให้ประชาชนเกิดความสับสน และอาจก่อให้เกิดภาพลักษณ์เชิงลบต่อระบบสถาบันการเงินโดยรวม
ด้านเจ้าหน้าที่ ธปท.ชี้แจงเพิ่มเติมว่า การกำหนดให้สถาบันการเงินปฏิบัติตั้งแต่วันที่ 1 เมษายน 2553 เพื่อให้ธนาคารพาณิชย์มีเวลาปรับตัว เตรียมความพร้อมทางด้านปฏิบัติงาน แต่หากสถาบันการเงินรายใดมีความพร้อมก็สามารถดำเนินการได้เลย ซึ่งจากการพูดคุยกัน สถาบันการเงินบางแห่งก็มีแบบฟอร์มอยู่บ้างแล้ว ขณะที่บางแห่งขอเวลาปรับตัว เพราะมีทั้งลูกค้ารายย่อย รายใหญ่ ดังนั้นสถาบันการเงินใดจะทำก่อนก็สามารถทำได้
ทั้งนี้ ก่อนหน้านี้ นายสรสิทธิ์ สุนทรเกศ ผู้ช่วยผู้ว่าการสายกำกับสถาบันการเงิน ธปท. คาดการณ์ว่า สินเชื่อของธนาคารพาณิชย์ไทยทั้งระบบในปีนี้ จะขยายตัวได้ประมาณ 10% จากปีก่อนที่ติดลบ 1.78% หลังมองว่าภาวะเศรษฐกิจมีทิศทางที่ดีขึ้น พร้อมทั้งยังคาดว่า ในปีนี้ธนาคารพาณิชย์ขนาดใหญ่น่าจะกระจายสินเชื่อไปยังภาคธุรกิจทุกระดับ จากเดิมที่เน้นการให้สินเชื่อธุรกิจขนาดใหญ่ ส่วนธนาคารขนาดกลางจะเน้นปล่อยสินเชื่อให้แก่รายย่อย และธนาคารขนาดเล็ก จะเน้นปล่อยสินเชื่อที่อยู่อาศัย

(CNN) -- President Obama embarked Thursday on his first presidential visit to Asia, an eight-day journey that will take him to five cities in four countries.
Throughout the trip to Japan, Singapore, China and South Korea, Obama will emphasize the importance of Asian nations as vital U.S. partners on major issues such as economic growth, nuclear nonproliferation, the war in Afghanistan and climate change, three officials said in a briefing this week.
The presidential itinerary includes formal talks with Asian leaders as a group and individually, a bilateral meeting with Russian President Dmitry Medvedev, and the first participation by a U.S. president in a summit of the 10-member Association of Southeast Asian Nations economic alliance.
The itinerary also reflects Obama's personal ties to Asia, where he spent part of his childhood. He will have a bilateral meeting with President Susilo Bambang Yudhoyono of Indonesia, where Obama lived from 1967 to 1971.
As the first U.S. president with "an Asia-Pacific orientation," Obama "understands that the future of our prosperity and our security is very much tied to this part of the world," said Ben Rhodes, deputy national security adviser for strategic communications.

(CNN) -- The longest solar eclipse of the century cast a wide shadow for several minutes over Asia and the Pacific Ocean Wednesday, luring throngs of people outside to watch the spectacle.

Day turned into night, temperatures turned cooler in cities and villages teemed with amateur stargazers.
The total eclipse started in India on Wednesday morning and moved eastward across Nepal, Bangladesh, Bhutan, Vietnam, China and parts of the Pacific. Millions cast their eyes towards the heavens to catch a rare view of the sun's corona.
Cloud cover in some areas prevented people from fully savoring the phenomenon. Still, many were awed.
Tim O'Rourke, a 45-year-old freelance photographer from Detroit, Michigan, lives in Hong Kong but traveled up to Shanghai -- touted as one of the best spots to watch the eclipse. Watch the 'exceptional' eclipse »
"It was pitch black like midnight," said O'Rourke, standing in People's Square with what appeared to be a crowd of thousands.
"Definitely not disappointed we came. Of course it would have been much better with nice weather, blue skies. But still it was a great experience, it was a lot of fun." he said. Viewing the eclipse in pictures »

Clinton: Full disclosure with Iraqis on any talks with insurgents

WASHINGTON (CNN) — Secretary of State Hillary Clinton said Friday she was only recently made aware of reconciliation talks between U.S. diplomats and Sunni insurgents in Iraq, and she promised to keep the Iraqi government informed about such discussions in the future.
“We intend to make sure the Iraqi government is fully informed of any such activities,” Clinton told reporters following a meeting with Iraqi Prime Minister Nuri al-Maliki. “We want a close working relationship.”
Iraqi officials said Friday they were investigating reports of the meetings, calling them a violation of Iraqi sovereignty. The reports, which detail a supposed signed agreement between the Americans and insurgents, have angered Iraqis as they seek to establish their authority in the wake of the withdrawal of American troops from Iraqi cities.
Al-Maliki said he was “satisfied” with what he heard from Clinton, who assured him the United States would not negotiate with any extremists who killed Iraqi or American troops.
Ali al-Jubouri, identified as the secretary-general of the Political Council of the Iraqi Resistance, told Al-Jazeera his group held talks with U.S. officials in March and in May and signed a “protocol to organize the negotiation process and a document that included U.S. recognition of the Iraqi resistance.”
The State Department acknowledged unspecified meetings took place months ago but said the Iraqi government knew about them at the time.
Deputy State Department Spokesman Robert Wood said Friday that the meetings were part of a wide range of U.S. contacts with Iraqis to promote political reconciliation.
“The meetings in question occurred months ago and with the knowledge of officials within the Iraqi government,” Wood said. “Having spent the past six years helping Iraq build a representative and effective democratic government, the last thing we would do is take any action intended to undercut it.”
A senior administration official told CNN that embassy officials did sign a protocol document with the group about logistics for the third round of talks. When the talks were scrapped, he said, the document was leaked.
But Clinton, who said the talks were “only recently brought to my attention,” said the State Department “did not authorize” the signing such a protocol.
U.S. diplomatic and military officials have negotiated with Sunni insurgents in the past with some success, most notably persuading Sunni tribal leaders to turn against al Qaeda, which has been cited as a key factor for the reduction of violence in 2007.
The reports of the meetings come as al-Maliki wrapped up a visit to the United States after meeting President Barack Obama on Wednesday.
On Friday Clinton held two hours of talks with al-Maliki about the future strategic partnership between the U.S. and Iraq, in which they agreed to cooperate on a wide range of issues, ranging from education to trade to tourism.
